Dubai’s DFSA welcomes ex-PayPal, ex-Visa Rupert Keeley to board of directors

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and President of the Dubai International Financial Centre (DIFC), has appointed Rupert Keeley to the Board of Directors of the Dubai Financial Services Authority (DFSA).

Rupert Keeley is an industry veteran with more than 40 years of international experience in financial services, having held several senior leadership roles at PayPal, Visa Inc., and Standard Chartered.

He is currently an advisor to several financial services companies, including the NatWest Group, and an Independent Non-Executive Director of NewDay, a consumer credit business in the UK.

Having started his career in 1980 at Alliance & Leicester, holding sales and marketing roles for ten years, ultimately becoming Head of Marketing, he then moved to Standard Chartered Bank for nearly eight years. In his last 3 years there he was CEO of the Bahrain operation.

Throughout the following 11 years, he held a number of roles across the world at Visa, ultimately becoming Group CEO of Asia Pacific, Central Europe, Middle East, and Africa, until 2010. He then joined Paypal as Advisor to the President in 2011, later becoming GM Asia Pacific and CEO Europe. He advises several firms, including WiZink, UOB, SumUp, Bain & Company, Unzer, and NatWest.
